You can control what your Team Members are able to edit on their page. While under the Team, you can select "Team Members", the select a given team member. You will then see a "Can Edit Page" option. When selected no, the Team Member will not be able to add any content to their page. You can assign templates but leave Edit Access on. The Team Member will not be able to remove the template, but they can add additional content.
